Elizabeth Smith Miller created what became known as the "bloomer" costume.  Miller and Bloomer were both women's rights activists who wanted dress reform.  It was an outrageous idea for women to wear a male item of clothing in Victorian society.  The reformed costume consisted of wearing a full pant with a shortened skirt.
